Does a proper BMW mechanic in Abu Dhabi need special software for transmission issues?

So my 2016 330i has this weird behavior where it hesitates when shifting from reverse to drive, like a two second delay before it engages. I took it to a general transmission shop and they just said "needs a full rebuild" without even scanning it properly, which I'm pretty sure is overkill. I've been reading that modern BMW automatics often just need a mechatronic sleeve replacement or a software adaptation reset, not a whole rebuild. That got me wondering whether a general mechanic would even have the right tools to diagnose this correctly. I'm thinking I need to find an Abu Dhabi Professional BMW Mechanic who has the actual ISTA software and knows how to read the transmission control module's adaptations. Before I drop thousands on a rebuild that might not even be necessary, has anyone here dealt with a similar ZF 8-speed hesitation? What was the actual fix? I'm just trying to avoid getting ripped off by someone who sees a BMW and immediately quotes a fortune. Any insight would really help me figure out my next step.

A general transmission shop jumping straight to "needs a full rebuild" without scanning the TCM adaptations is exactly the lazy diagnosis to be skeptical of. The ZF 8 speed in these BMWs is very well documented and rarely needs a full rebuild for this specific symptom.
